We help identify and coordinate the correct route through an appointed Certifying Officer, a person authorised under the Oaths Law, the competent Cyprus authorities and a registered Sworn Translator where required. Only the competent person or authority performs the official act.
Document Routes in Cyprus
Which route does your document need?
The correct route depends on the document, destination and receiving authority. Confirm the route before signing.
1) Sign in person
Bring original ID and the unsigned document; sign only before the appointed Certifying Officer.
2) Affidavit, oath or affirmation
Do not sign or swear until you are before a person authorised under the Oaths Law; first confirm the recipient’s required form.
3) Certified copy
For a public record, the true copy usually comes from the issuing authority; a Certifying Officer generally certifies a signature or seal, not the document contents.
4) Public document for foreign use
For a Hague destination, the competent Cyprus authority issues the Apostille. Listed public documents used between EU states may be exempt under Regulation (EU) 2016/1191.
5) Private document for foreign use
Usual Hague route: signature certification, District Administration verification, then Apostille; non-Hague use may also require Cyprus MFA and embassy steps. Under eIDAS, a qualified electronic signature can equal a handwritten signature, but does not remove document-form, Apostille or recipient requirements.
6) Registered sworn translation
Confirm the certification or legalisation route first, then coordinate with a registered Cyprus Sworn Translator; the receiving authority decides the required order.
Who does what in Cyprus?
1) No general civil-law notary institution
Cyprus does not use the broad notary-public model found in many civil-law countries. Different official acts are performed by different appointed persons or public authorities.
2) Appointed Certifying Officer
An officer appointed under Cyprus law verifies a signature or seal. The officer does not certify the document contents and does not generally create true copies of public records.
3) Person authorised under the Oaths Law
This person may administer an oath or affirmation and witness an affidavit where permitted. Sign or swear only in that person’s presence. Avoid presenting every such person as holding a universal Commissioner for Oaths office.
4) Mukhtar or community leader
A Mukhtar is a local community or parish authority whose role may include confirming residence, identity or local facts within legal authority. A Mukhtar is not interchangeable with a Certifying Officer and does not issue an Apostille.
5) How we help
